BTA Bank is a backbone bank of Kazakhstan, the major shareholder of which is the Government of the Republic of Kazakhstan, represented by “Samruk Kazyna” National Welfare Fund having 97,28 % of shares.
After “Samruk Kazyna” National Welfare Fund entered into authorized capital of BTA Bank JSC, financial and investment strategy of the Bank has been changed.
BTA refocused its business to local market instead of foreign projects lending, laying emphasis on good servicing of corporate and retails customers and investing reliable projects in Kazakhstan. The Bank is an active participant of governmental economic support programs. In 2009 the Bank took part in financing SMEs, companies of agricultural sector, refinancing of mortgage loans and financing of completion of housing estate.
Financing of subjects of SMEs
The Bank utilizedfunds for the amount over 53 billion tenge under lending programs for the small and medium businesses. These funds were utilized gradually by four tranches:
- Kazyna-I – 9.9 bln. tenge
- Kazyna-II – 5 bln. tenge of state funds and another 5 bln. tenge of BTA’s own funds
- Kazyna-III – 22 bln. tenge
- «Damu-Ondiris» – the amount of utilized unds amounted 11.4 bln. tenge (8 bln. tenge of which are state funds)
In accordance with fourth tranche , “Damu-Ondiris”, the funds were distributed to the subjects of SMEs from following sectors of economy:
- Industry – 61,82 %
- Agriculture – 4,24%
- Trade – 19,94 %
- Construction – 11,53%
- Other services – 2,47 %
Futhermore, funds were utilized under “Damu-regions” program in the amount of 6.7 bln. tenge.
Currently, BTA Bank takes active part in realization of “Damu regions II” Regional Priority Projects Financing Program and local programs of local executive bodies. Financing limit set on the Bank within the frameworks of “Damu regions II” Program is 1.9 bln. tenge.
Financing of subjects of agricultural sector of the country
The Bank took part in four tenders of budget program of the Ministry of Agriculture of the Republic of Kazakhstan on replenishing of fixed and current assets as well as on leasing of the equipment of enterprises on processing of agricultural products (3 tenders in 2010, 2 tenders in 2011 and 2 tenders in 2012). Within the frameworks of this Program the following projects have been approved for subsidizing:
During 2010: 476 projects from 12 regions of Kazakhstan under the first tender for the total amount of 426 769 th. tenge; 148 projects from 6 regions of Kazakhstan under the second tender for the total amount of 17 282 th. tenge; 61 projects from 9 regions of Kazakhstan under the third tender for the total amount of 16 080 th. tenge.
During 2011: 438 projects from 8 regions of Kazakhstan under the first tender for the total amount of 446 862 th. tenge; 65 projects from 5 regions of Kazakhstan under the second tender for the total amount of 14 888 716.46 Tenge.
During 2012: 131 projects from 8 regions of Kazakhstan under the first tender for the total amount of 68 855 735,82 tenge, 18 projects from 4 regions of Kazakhstan under the second tender for the total amount of 9 791 744,65 tenge.
Participation in Business Road Map 2020 Program
The Bank has been taking an active part in realization of Business Road Map 2020 state program since its launch, specifically – from July 2010. Currently the Program is being carried out by four directions: supporting new business initiatives, improvement of private sector, decrease of currency risks of entrepreneurs, and a new fourth direction that started from spring 2011 – strengthening of business potential.
The Program is oriented to support entrepreneurs who realize projects that are priority for Kazakhstan economy, by means of subsidizing the interest rates on loans, the interest rate in tenge of which shall not exceed 14 p.a. on the 1st and 3rd directions, and 12 p.a. – on the 4th direction; in such a case, the amount of subsidies on the 1st direction is 7 p.a., 2nd direction – 5 p.a., and 3rd direction – 8 p.a.
For the purposes of improving and simplifying the mechanisms of Program realization, it was amended and supplemented several times. As a result, permission to subsidize up to 30 p.a. of current accounts under the first direction was acquired, while in the beginning current assets were not allowed to be subsidized. Bids acceptance procedure under the second direction will last during year 2011. One more change is subsidizing currency loans; period of subsidizing starts from the moment of signing the agreement by the Bank and entrepreneurs, without waiting for signing of the agreement by Damu Entrepreneurship Development Fund JSC. Participating banks, the Fund and Association of Financiers of Kazakhstan ALE have entered into external regulations that clearly regulate terms of consideration of bids throughout all stages of consideration of projects.
As of November 1, 2012 the Bank has received 454 bids from entrepreneurs to participate in the Program for the total loans amounting 52.4 bln. tenge, 388 of which were examined and approved by the authorized bodies of the Bank for the total amount of 31.8 bln. tenge. Today there are 244 bids under consideration of authorized governmental bodies, 195 of which fall under the 1st direction, 28 – the 2nd direction, and 21 fall under the 3rd direction.
We would like to note that BTA Bank JSC is taking leading positions on disbursement of funds under the above state programs among the banks of second tier in Kazakhstan.
